magic techfile: rpdiffusion behavior

Description

Desired behavior of rpdiffusion and rndiffusion layers outlined on the image attached. First is the layout in magic, then the actual glass masks. Drawing order: ndiffusion, rndiffusion, ndiffusion rectangles in that sequence (3 non-overlapping rectangles), then pwell rectangle (single rectangle, overlaps everything). Note that "drawing" here means automatic write into a .mag file by librarian, not manual entry into magic (this may affect things).

Layers are now OK (no poly or missing FOX opening), but the silicide block has no overlap to FOX edge. It shall be bloated in all directions by 1um or so to ensure alignment (bloat in the direction of the channel will be compensated by librarian).

All silicide block is now bloated
